การพัฒนาองค์ประกอบการประกันคุณภาพภายในสมาคมกีฬาซอฟท์บอลแห่งประเทศไทย

Abstract

          การศึกษาวิจัยครั้งนี้ มีจุดมุ่งหมายเพื่อการพัฒนาองค์ประกอบ และตัวชี้วัดคุณภาพการประกันคุณภาพภายในสมาคมกีฬาซอฟท์บอลแห่งประเทศไทย เพื่อศึกษาความเหมาะสม และความสอดคล้องกันขององค์ประกอบและตัวชี้วัดคุณภาพ ด้วยการประเมินความคิดเห็นสอดคล้อง โดยประยุกต์ใช้เทคนิคเดลฟายด้วยผู้เชี่ยวชาญ 17 คนในการประเมินวิเคราะห์ข้อมูลโดยการหาค่ามัธยฐาน ส่วนเบี่ยงเบนควอไทล์ และประเมินความเหมาะสม โดยใช้แบบสอบถามกับกลุ่มตัวอย่าง 202 คน โดยใช้การสุ่มแบบตัวอย่างแบบหลายขั้นตอน (Multistage Random Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามที่ผู้วิจัยสร้างขึ้น มีค่าความเชื่อมั่นเท่ากับ .989 นำเสนอผลการประเมินโดยหาค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์องค์ประกอบเชิงยืนยัน          ผลการวิจัยพบว่า 1) องค์ประกอบของการประกันคุณภาพภายในสมาคมกีฬาซอฟท์บอลแห่งประเทศไทย มีดังนี้ องค์ประกอบที่ 1 ระบบการบริหารจัดการ องค์ประกอบที่ 2 ระบบการพัฒนานักกีฬา องค์ประกอบที่ 3 ระบบการพัฒนาบุคลากรกีฬา องค์ประกอบที่ 4 ระบบการจัดการแข่งขัน และองค์ประกอบที่ 5 ระบบการบริหารจัดการตามหลักธรรมาภิบาล และแต่ละองค์ประกอบมีความเห็นสอดคล้องเหมาะสม 2) ตัวชี้วัดคุณภาพของการประกันคุณภาพภายในสมาคมกีฬาซอฟท์บอลแห่งประเทศไทย มีดังนี้ องค์ประกอบที่ 1 ระบบการบริหารจัดการ มี 13 ตัวชี้วัด องค์ประกอบที่ 2 ระบบการพัฒนานักกีฬา มี 8 ตัวชี้วัด องค์ประกอบที่ 3 ระบบการพัฒนาบุคลากรกีฬาซอฟท์บอล มี 6 ตัวชี้วัด องค์ประกอบที่ 4 ระบบการจัดการแข่งขัน มี 3 ตัวชี้วัด และองค์ประกอบที่ 5 ระบบการบริหารจัดการตามหลัก ธรรมาภิบาล มี 4 ตัวชี้วัด 3) การประเมิน ความเหมาะสมขององค์ประกอบ และตัวชี้วัดคุณภาพของการประกันคุณภาพภายในสมาคมกีฬาซอฟท์บอลแห่งประเทศไทยที่พัฒนาขึ้น พบว่า ผลการประเมินความเหมาะสมโดยภาพรวมมีความเหมาะสมทั้งองค์ประกอบ และตัวชี้วัดคุณภาพ และมีค่าเฉลี่ยอยู่ในระดับมาก           The purpose of this research was to develop factors, quality of indicators and the internal quality assurance for the Softball Association of Thailand. To researcher study a suitable and consistent of the factors and quality of indicators. Researcher asked seventeen experts to evaluate and analyze Delphi Technique (apply). That I use to find data. The experts analyze this technique by finding median, quartile, and evaluate the appropriateness. Using 202 questionnaires, they use multistage random sampling instrument. The data were collected using the researcher’s constructed questionnaire (r = .989). The data were then analyzed by mean, standard deviation, and confirm factor analysis.          The results were the following: 1. The factor of the internal quality assurance for the Softball Association of Thailand were, as follow the first factor is management system, the second factor is development of athletes system, the third factor is development of sports personnel system, the fourth factor is development of competition management system, and the fifth factor is good governance management system, all factors were Significant. 2. The quality indicators of the internal quality assurance for the Softball Association of Thailand were, as follow the first factor has 13 indicators, the second factor has 8 indicators, the third factor has 6 indicators, the fourth factor has 3 indicators, and the fifth factor has 4 indicators. 3. Evaluating consistency factor and quality indicators of the internal quality assurance for the Softball Association of Thailand were appropriate factors, quality of indication, and high average.
